What does the new HSE asbestos management plan guidance mean for you?

Under the new asbestos management plan, a documented overview of your current management is required, so you need to consider what surveys have been carried out, the locations of any asbestos containing materials (ACMs), and the extent and areas that the survey covered, or caveats where access was not possible.

Another important update is the responsibility and roles of people within the organisation - duty holder, appointed responsible person and deputy have always been required as part of the plan, however, now more details are required especially in large complex organisations, where additional people may be involved. There are now thirteen further documented responsibilities, these may be the responsibility of the responsible person, but can be managed by an another person.

Further focus is required on clearly detailing how the organisations will be working with asbestos, and a detailed action plan for potential removal, remediation or ongoing management.

Lastly it is training and the communication plan which receives attention, including who the asbestos management plan will be communicated by, and what level of information is required for e.g. employees, contractors, maintenance and cleaning staff, and what type of training is required for the individuals, what the training consisted of, and a clear register of who has been trained.

With asbestos usually being the forerunner of compliance change, how long will it be before other health and safety disciplines are required to follow suit? As ever, do let us know if you need any support
